Highbury Park lies in Moseley, south Birmingham, on land from the former Highbury Hall estate of the politician Joseph Chamberlain, who bequeathed it to the people of Birmingham before his death in 1914; it opened to the public in 1930. It has woodland, ponds and formal gardens, is noted for the widest variety of trees of any park in the city, and has an active Friends group.
Birmingham City Council's dog control PSPOs govern this park, and they are more permissive than most councils on this site: leads are required on ROADS, ADJOINING FOOTWAYS AND VERGES, but that order EXPRESSLY EXEMPTS DESIGNATED PARKS - so a dog may be OFF LEAD here as long as it stays under control. Three limits come with it: NO MORE THAN FOUR DOGS per person on any public open land, dogs must be kept OUT OF CLEARLY MARKED CHILDREN'S PLAY AREAS and school land, and you must PUT YOUR DOG ON A LEAD IF AN AUTHORISED OFFICER DIRECTS YOU TO. Failing to clear up is an offence too. Breaches carry a fixed penalty notice. Assistance dogs are exempt from the play-area ban, and blind and some disabled handlers from the clean-up rule; the other limits apply to every dog. The current orders run to 18 October 2026, so check the council's PSPO page for their renewal.
